Jeju Without a Car — The Permit Question Comes First

Renting on Jeju needs an International Driving Permit arranged before you fly. Without one, only two of the island's seven stay areas hold up — and the bus terminal decides which.

Renting a car in Korea generally requires an International Driving Permit, obtained in your own country before you travel — a Korean rental counter will not issue one. Plenty of visitors only discover this after booking a resort that assumes a car.

So the question comes before the hotel. Without a permit, most of Jeju stops working, and the number that decides which parts survive is the distance to the intercity bus terminal.

Every Jeju City property sits within 3km of both the airport and the terminal (straight-line). That is the whole reason this area survives without a car — the island’s bus network radiates from that one building.

Jeju City — the island’s transport is here

All seven properties are 2.2–2.9km from the intercity bus terminal and 2.2–3.4km from the airport. Nothing else on the island is close to both.

Two specifics from guest reports matter here:

  • LOTTE CITY HOTEL is the only one with a guest airport shuttle — five separate reviews mention it, one describing it as free for guests
  • Shilla Stay has a bus stop directly outside. One guest returned a rental car the day before and took the bus out

For the market and the seafront rather than the shopping district, Hotel RegentMarine is 630m from Dongmun Market and Ocean Suites 760m — both walkable to dinner, which matters when you cannot drive to it.

Seogwipo City — works, with two properties that make it easier

The south of the island is about 30km from the airport, so this is a bus ride rather than a walk. Once you are there, though, the town itself is walkable — Olle Market appears in 19 of 36 guest reviews across the six properties, at five to ten minutes on foot.

Two reports are worth knowing:

  • Shinshin Hotel Cheonjiyeon has a bus stop directly outside. One couple skipped renting a car entirely because of it. It is also the only property in the district listing a single room
  • Seogwipo KAL Hotel draws a report that the airport limousine bus terminates inside the hotel grounds. Routes and times change, so confirm at booking

The irony is worth stating: Shinshin Cheonjiyeon is the hardest property in the district to park at, and the easiest to reach without a car. The six are compared in Seogwipo city hotels.

Hamdeok — possible, but a commitment

Ebenezer Hotel is 30m from Hamdeok Beach and Aimi Jeju Beach Hotel 320m. The beach is genuinely at the door.

But the bus terminal is 14.6–14.9km away. That is fine if the beach and the east of the island are the whole trip; it is not a base for touring. Treat Hamdeok as a place you go for two nights, not the place you sleep every night.

Where it does not work

Shinhwa World, Jungmun and Aewol assume a car.

  • Shinhwa World — guests repeatedly describe a car as required to leave the complex. One Landing Resort review does mention an airport bus stopping on the road outside, but everything else on the island is a drive
  • Jungmun — a resort district 30km from the airport. It works as a destination, not a base
  • Aewol — three properties on a coast road with no nearby landmarks listed at all. Without a car there is nothing within reach

Seongsan at nearly 40km is technically reachable but leaves you dependent on bus timetables for the sunrise, which is the reason to be there.

How to structure a car-free trip

  1. Sleep in Jeju City for arrival and departure — 2–3km from both the airport and the terminal
  2. Move to Seogwipo for the south, using the terminal, and walk the town from there
  3. Treat Seongsan and Hamdeok as day trips or a deliberate two-night detour, not a base
  4. Skip Shinhwa World, Jungmun and Aewol unless you are arranging transfers separately

That leaves two bases and a bus route between them — which is how the island actually works without a licence.

Before you book

  • Arrange the International Driving Permit before you fly if you intend to drive. It cannot be issued in Korea
  • Check whether your property has a shuttle, and whether it is included. Only one Jeju City property has one in its reviews
  • Check-out splits between 11am and noon across the island — on a bus-dependent day that hour matters more than usual
  • Bus routes and limousine services change; confirm them at booking rather than relying on this page
