It sits a layer outside the others

Most of central Seogwipo is compared on how far you walk to Olle Market. Hotel Bridge at 470m, The First70 at 560m, The Island Blue at 580m and Goldendaisy at 610m from Jeongbang Waterfall are effectively one cluster.

This one is at 950m, outside it — and that changes what it is. One review describes reaching the market by bus rather than on foot.

The waterfall itself is also on a clock. Seogwipo City lists viewing hours of 09:00–17:50 (varying with sunset) with last entry at 17:30 and an adult ticket of 2,000 KRW; the fall is 20m high and the city estimates under an hour for a visit. So it is not an after-dinner walk, which matters more to the itinerary than the 950m does. The waterfall that stays open into the evening is Cheonjiyeon, on the other side of town, until 22:00.

The nearest clinic is 880m and the nearest convenience store 1.4km, both in a straight line; buying what you need for the evening before you arrive saves a trip out.
